• Brig. Gen. William Tecumseh Sherman, USA, commanding the Dept. of the Cumberland, expresses his opinion that fugitive slaves must be delivered by upon an application of their masters, in conformity to the laws of the state of Kentucky.

• Maj. Gen. Nathaniel P. Banks, USA, is assigned to the command of the Dept. of the Gulf, LA, replacing Maj. Gen. Benjamin F.
